Students should concentrate their attentions to learn, not pay attention to beepers. Therefore, beepers aren't necessary in schools. Also, if parents have an emergency call, they should call school's emergency numbers. Teachers will tell students immediately about that the call. If parents can't speak English, then find someone to translate would be a good way.
